From outlaw to overlord, Rowan plays by no one’s rules but his own. A pistol in one hand, a Gatling in the other, he wipes out bandits, takes the county, feeds the starving, and builds an army from ashes. The court wants him dead—so he takes the throne instead.

Transmigrator protagonist Qi Hai, as the leader of Hutou Village, easily defeats the challenging Qingfeng Village. He not only disables Qingfeng Village's leader, Zhuang Qiang, with a pistol but also captures his entire group. After extracting intelligence about the county office from Zhuang Qiang, Qi Hai decisively executes him and annexes Qingfeng Village. Subsequently, he devises a plan to annihilate the yamen runners who come to demand an explanation. Armed with the system's reward of an infinite-bullet Gatling gun, he takes over the county office, kills the county magistrate, and declares himself the new magistrate. He then incorporates his bandit subordinates into the yamen, preparing to "hold court."

After the穿越者 (time traveler) Qi Hai seizes the county yamen, he decides to reinvestigate old cases to win over the hearts of the people. He discovers that the prison is filled with innocent civilians who were framed to boost the previous county magistrate's performance, so he releases them all. Following the advice of his strategist Zhao Yan, Qi Hai uses a Gatling gun to "raid" the wealthy merchants of Linquan County and distributes the grain to the people, gaining immense popularity. The heads of the Qi family and the Li family, whose fortunes were seized, harbor resentment and plot revenge. The head of the Li family proposes to take advantage of Qi Hai's distribution efforts to poison him with a potent toxin.

The wealthy merchants of Linquan County, dissatisfied with the iron-fisted policies of the new county magistrate Qi Hai, conspire to send Qi Heng, an incompetent scion of the Qi family, to the county office to poison him. However, Qi Heng, in his greed, sneaks a bite of a roasted chicken leg while attempting the poisoning, leaving a fatal flaw. Qi Hai, seeing through the plot, turns the tables, feeding the poisoned soup back to the family heads, thus eliminating all conspirators in one fell swoop. Meanwhile, Wang Changwen, the son of the annihilated Wang family and a Tongpan of Ruyang Prefecture, arrives in Linquan County. Upon discovering the tragic state of his family, he is filled with grief and rage, vowing to uncover the truth, setting the stage for an imminent clash with Qi Hai.
